[Lazarus] Unable to open the package "JPEGForLazarus".

Downgrade to Lazarus 0.9.24. In later version JPEGForLazarus is not needed, because 
it is part of the LCL.

If you want to use later Lazarus versions, just uninstall the component and replace 
it by a dependency to the LCL in the project inspector.
