I did not test it, but I think you cannot compiler an older Lazarus with 
a newer fpc version. See the svn logs since Lazarus 0.9.24 for commit 
messages like 'fixed compilation for fpc 2.3.1'. If those changes in fpc 
2.3.1 are merged to fpc 2.2.1, which is not unreasonable, that you will 
need those fixes made in Lazarus 0.9.25 to compile with fpc 2.2.2rc1.
