I assumed you downloaded it from http://wiki.lazarus.freepascal.org/PowerPDF
which links to the lazarus-ccr sourceforge site for the downloads.

I think http://wiki.lazarus.freepascal.org/PowerPDF needs updating and a 
new source zip for PowedPDF would be nice.
