[Lazarus] Can't connect to FPC site

I don't know if it will help, but you can try to tune the MTU (that's 
the packet size in question) on your windows box

google for it, there are plenty of sites describing it (it needs tuning 
in the registry)

Setting it to a smaller value, may however very slightly affect your 
overall download speed. And you should remember (export) the original 
setting, just in case.
