[Lazarus] Need to have cclRightToLeftThenTopToBottom in TControlChildrenLayout

Hi
Thanks a lots you saved a lot of my time.
But you must use UseRightToLeftAlignment instead of (BidiMode<>bdLeftToRight)
because not all controls accept change alignment, and
UseRightToLeftAlignment equal of BidiMode=bdRightToLeft

I make a small patch with modified lines.
