[Lazarus] Need to have cclRightToLeftThenTopToBottom in TControlChildrenLayout

Hi Mattias,
Please could you use
BiDiMode=bdRightToLeft instead of BiDiMode<>bdLeftToRight

Because
bdRightToLeftNoAlign,
bdRightToLeftReadingOnly
must not effect to Align/Alignment in control.
