[Lazarus] Mantis title has a spelling mistake

Patches bug tracker would not be correct, it should then be made Lazarus
Patches bug tracker, because the patches project is a subproject of the
Lazarus project.
Anyway, this part is a custom hack in the mantis bug tracker and we try
to minimize the customizations as much as possible.
