It might be from the last relased that you installed with root access. 
That's why I never install FPC as root ^^

Lazarus is using the same fpc.cfg that FPC uses, except you use pass "-n 
@newconfigfile.cfg" to the compiler...

All projects use that by default as well.

The only big exception seems to be when compiling the IDE from within 
the IDE as it always ignores the -XP and -FD options that I pass it...
