[Lazarus] lazarus RPM on sourceforge.net needs repackaging with lesser requirements for RPM.

I won't repackage the 0.9.28.2 release, which is more than a year old.

For a next release, what do we loose if we make this change:
%_source_filedigest_algorithm 0
%_binary_filedigest_algorithm 0

Do some people only accept package with file digests?
