[Lazarus] Lazarus IDE + Qt annoyances

Here is another screenshot of Qt Designer showing that it is not an
issue with my Qt theme. In Qt Designer the toolbar downarrows are
drawn correctly (and they are flat buttons), but not in Lazarus IDE.
