[Lazarus] Improving IDE Internationalization

I uploaded the code i have (TOutputFilter) to bugtracker, #15584.

Developers that wants to use or modify it, feel free to do it.

What i could do to help, i´ve done. Unfortunatly i have no free time at 
moment to conclude it. But still have some ideas if anyone is interested.

Any question about this code, feel free to ask.
