[Lazarus] disable the debugger capturing the OutputDebugString() messages

That is not the same and actually a really useful feature I miss myself.

I actually fail to see the benefit over stdout (other than windows problems with stdout), but I am not against it. It is no problem to replace my writeln() with outputDbgStr().
If it will be implemented I would like to add a feature request:

outputDbgStr(tag, message: String);

It's very useful to include a tag to indicate which unit/class/method/etc created the message. Got used to it while coding for android devices as there is such system in place as stdout is only reachable on the device itself.
