[Lazarus] "show declaration hints" has more power in it than is really used

It will pop up an error message that there is no help available
although I have created fpdoc help entries and the fpdoc editor shows
the entry when i am on this identifier. For classes that are defined
in the LCL it will open the web browser an fetch the documentation
online.
