[Lazarus] Lazarus rebuild with/without packages

1- In the Lazarus build dialog, is the checkbox option "with packages" 
used only for rebuilding the IDE?

If so, wouldn't it be better to be removed, and the IDE radio button 
replaced by 2 radio buttons: IDE with packages and IDE without packages?

2- On the same note, to what does "update revision.inc" checkbox refer 
to? The IDE only?

3- What does the clean all option do as opposed to the clean+build every 
item? a distclean?
