[Lazarus] Lazarus restart

The automatic restart of the IDE does this:
It starts "startlazarus.exe" and quits itself. Then startlazarus
renames the new lazarus exe to lazarus.exe (under windows), starts it
and quits. The new lazarus does not use the terminal any more.

I read that copying environment variables does not work under windows
sometimes.
