Psychology. Having a 1.x release is good for the psychology of the
end-users.
Having a set release release schedule w/ major version bumps is good for the
psychology of the end-users.
No amount of developer attachment to 0.9XXXX will change this.
No amount of explaining why 1.X is not ready yet will change this.
