[Lazarus] Build command menu on WinXP is broken(?)

I had the same problem on Ubuntu. Removed all evitable packages, and the 
  problem disappeared. It may be a not cleaned unit in some package?


BTW it would be nice to have package descriptions, shown in the 
install/remove packages dialog.
