There is not formal string freeze. Strings are not changed very much at 
the end of the release cycle usually and it is easy to keep up with them.

Currently if string is missing in current translation then English one 
is used.

Do you mean that if pt_PT translation misses a string then pt one should 
be used? If yes then I didn't investigate, but probably it is not very 
hard to add this behavior.
