[Lazarus] LCL package reorganization mess

The recent change in the package names has invalidated all #LCL links in 
the documentation :-(

IMO the package names should be exchanged, so that LCL contains the 
high-level components (equivalent to the Delphi VCL). The other package 
can be renamed into e.g. "Widgetsets", to make clear what it contains.

Otherwise somebody has to do a global replace of all #LCL.* links into 
#LCLbase.* links, in all FPDoc xml files! And then we may have to live 
with documentation of LCLbase for all LCL components, where every user 
would expect to find e.g. Forms and Controls in the LCL package.


Please vote for the first solution, so that the LCL stays what it has 
been before, the high-level package.
