[Lazarus] Compile and Build menu entries, Run- or Project-menu?

 I changed the Run menu item order based on issue:
 19580: The run menu does not have run as first entry

I would need your opinions about if Compile and Build menu entries should be
moved from Run- to Project-menu.
They work with a project which suggests moving them.
On the other hand there are other similar items for single files in Run
menu. They could logically be all in the same Run menu.
