To answer my own question, lazmanager.pas says that startlazarus sticks around by design.  It's apparently not meant to be rebuilt with the IDE.  So we should just change 'lazbuilder starter' in my patch to 'lazbuilder'... although I suppose an argument could be made that it should be built if we are cross-compiling.
