How to do that ONLY for incomplete languages?

For complete languages, people with both preferences exist: default to 
english OR native (The percentage of preferences may depend on the 
language).

And there also are people who's English will make it hard to find the 
option. to change it.

On the other hand, I would expect people who want their software in 
English, to also have set their Desktop to English, in which case I 
would expect "Automatic" to follow that?
