[Lazarus] fast mathematical matrix operations

Dear Graeme,

yes, I need it just for x86 and amd64 CPU.
It would be perfect if the actual thread implementation would be unified 
using fpc threads. Anyway my first goal is to have a fpc/lazarus 
implementation for windows and linux 32/64.
