[Lazarus] LazUtils package has no dependencies for LCL or other GUI

So, thanks a lot for explaining about LazUtils, I didn't know it was a
non-lcl dependent package, now I'm going to use it in my console apps. :-)

Before FPC 3 times, the earlier Unicode support in Lazarus with
