This one should be enough, on Linux you would do:

New folder, change to new folder and then:

svn co https://svn.freepascal.org/svn/lazarus/binaries/docs/chm/

Then in Lazarus IDE set the path to checkout directory.

The URL should also be enough for tortoise or what you use on windows.
